E-Bike Programs Are Expanding the Definition of Electric Mobility in Virginia

Electric mobility is not limited to cars and buses. Across Virginia, e-bike programs are showing how smaller electric vehicles can expand access, reduce short car trips and make active transportation possible for more people.
Charlottesville launched the C’ville E-Bike Voucher Grant Program in 2025, offering $1,000 vouchers to eligible city residents. The pilot program is designed to award 25 vouchers per quarter, for 100 total vouchers in 2025, redeemable at participating local bike shops. City staff framed e-bikes as especially useful in Charlottesville because the city’s hilly terrain can make traditional biking difficult for some riders.
Arlington has also moved forward with an e-bike voucher program, with local program materials describing vouchers for standard and cargo e-bikes, including higher support levels for income-qualified applicants.
E-bikes are a practical part of a multimodal transportation system because they can replace many short trips, connect people to transit, reduce parking demand and provide lower-cost mobility compared with car ownership. They also help communities think beyond one-size-fits-all electrification.
